The Chantry was opposed to it because the Herald was accused of causing the whole, if the Divine was still alive they would have the Chantry backing them up along with their allies
There's a number of reasons they were opposed to it.
The Messiah effect. Anyone that ever instills more hope than the church will always be opposed at first unless you kiss their ass.
Threat to their power. Their Templars were in disarray and suddenly there's another body, small as it may be, commanding faith of the people with a so called herald of andraste.
Magic. Your power, they're afraid of what you can do, what you are, and the association of magic in general. People fear what they know nothing about.
And that's all just if you're human.

It's pretty far fetched to speculate here. Cassandra does mention (unless I am mistaken) that she reinstalled the Inquisition and that Chantry support had been rather sparse to begin with.

OTOH, you could have had a more typical murder mystery/political assassination...which throws all the peace process out the window to boot.
And the Inquisition steps to investigate. Not knowing who to blame, you open a can of whoopass on everyone. Also, torture chambers.
But people love monstrous villains, so whatever. Just thinking outloud.

I don't think the inquisition would have much ground to even be threatening without the inquisitor so that's true.
Then again, Cassandra and Leliana might be enough. Especially since Cassandra is a hero and well respected.

Without the breach and Corypheus the Divine would still be alive for gaining support to stop the Mage/Templar war
Now that I've thought about it, the Divine did get the Mages/Templars to put their hate aside for the meeting. Maybe the peace talk would had been successful, if Corypheus didn't interfere. The Mages/Templars blames each other for the death of the Most Holy.
I prefer a response to the rest of the post.

Maybe, but the fade text makes me think otherwise. It was honestly probably doomed to fail from the start. Like most idealistic drivel from people like Divine Justinia.

I think he is a worthy villain...just that his presence isn't felt enough. He's got all the issues of Faith that coincide with your own storyarc.
My only point is if I had a choice, I'd prefer more wars and politics between the factions and humans.. The Inquisition isn't a tale that necessarily needed a big bad villain like this. It works, but there was more set up in the previous games and books with more mundane conflicts.

They had the same problem Alduin did from Skyrim. Presentation. And overly awesome mary sue protagonists. They should have let that demon army be summoned. That would have been awesome.
A demon invasion's no fun when the invasion doesn't even go under full swing.
