Maybe. I saw it also as she probably liked the attention. Not because she was attracted to bull. She made it clear she wasn't. But because she's not used to it and wouldn't expect it from anyone normally. It's another layer to her character I appreciated seeing. So I didn't mind the flirting, especially as it was one sided. Regardless of Bioware's reasoning.
