To me, he lowers everything around him. Not just the Chantry sisters. His romance scene makes Josie look stupid too (of course, only someone who likes Bull should see that). And makes Cass slightly cool with sexual harassment. First thing out of his mouth he's talking about her breasts. And she doesn't slap him? I'd start **** with any guy with that kind of tact. Not all of them. Leliana used to be a Lay Sister, and to my knowledge, she's the only one that players ever interact with. The rest are standard, generic "Sisters".
Imagine if someone completely foreign to you or your culture that you have been taught is the enemy your entire life just appeared suddenly with giant horns growing out of their heads, which by the way isn't normal in Thedas proper by any means. The very first thing out of your mouth about them shouldn't be that you want to **** them, but here, it is. Not a single person is shown to be uncomfortable about it. In this game Chantry people have different clothes based on their ranks.
Lay sister/brother have the black barret, white clothes and red tabards. You can see this clothes on Roderick or the lay sister Tanner.
Roderick isn't a lay sister. Tanner also isn't a real clergyman. Not to mention that every single sister in DAI is wearing those same exact clothes.

Otherwise her cover would be blown. So if nobody ever suspected her to be a liar, her disguise must be convincing. Unless I completely misunderstand what you are trying to say.

Bottom line, Thedas doesn't know diddly squat about the Qun, and assume all Qunari are of the Qun. Don't even know generally that Qunari isn't specific to the big cow men walking around with horns in their heads.
Just for a real life reference, the United States decided to round up Japanese American men and women when they were at war with Japan. Outsiders, no matter how hard they try to be the same are always the first blamed, the first to be suspected. It really does not matter what Bull's capacity was in Thedas at all. When they hear "Qunari. Heathen", they think of Qunari, period. That is how racism works. You really think that even if a sister weren't racist, that connotation wouldn't be present?
If a tevinter magister walks up to you and raises his hands and says "No bloodmage", do you let him sit down and pass the mead? Hell no.
And unless someone has a better argument than "Clothes different (somehow), not a sister", then we have nothing really to discuss. They were presented as sisters. There's not much reason to believe they aren't.
