While Thedas is racist there are cases of different species couples, like Arianni and Vicento, one is a Dalish elf the other is a andrastian human. They even had a child before they broke up.Lol we're still going on about this huh.
Bottom line, Thedas doesn't know diddly squat about the Qun, and assume all Qunari are of the Qun. Don't even know generally that Qunari isn't specific to the big cow men walking around with horns in their heads.
Just for a real life reference, the United States decided to round up Japanese American men and women when they were at war with Japan. Outsiders, no matter how hard they try to be the same are always the first blamed, the first to be suspected. It really does not matter what Bull's capacity was in Thedas at all. When they hear "Qunari. Heathen", they think of Qunari, period. That is how racism works. You really think that even if a sister weren't racist, that connotation wouldn't be present?

And the sister thing is that I think she is a lay sister, they dont have a celibacy vow, if she was a full Sister, I would have think it was rudiculous for her to break her vow and be so open about it.

I don't see why one example should be meaningless. You yourself say "there are respective examples in our world", like these two sisters are also only "respective examples" in Thedas. And more he was not speaking about. He did not try to establish a rule. They are two individuals, two exceptions maybe. They are friends, you usually find friends with similar opinions, so even two sisters in one spot sharing the same idea is not too strange. It's not like every sister around was ****** Bull after all.
I really don't care about these two or Bull or anything related to him. But everything said so far does not prove Boost wrong yet.

Terrorism, Communism, Anarchism, A few hot button social issues, a few economic theories, War, Gun rights, Propetry rights, The right of a independent Palestinian state to exist at it's full territorial boundaries, Nuclear weapons build up, imperalialism, Fuedalism, NATO, the EU, The eurozone.
Why don't we ever discuss any of this here, only the other stuff again and again?
In society it is taboo and well, Illegal. I actually read an interesting paper on it recently. If I recall, there was a brother and sister in Britian caught having a sexual relationship. Both consenting adults but since there is no such thing as privacy these days the girl actually had death threats sent to her during the legal hearings. A bit much, really. I can think of worse crimes for one to commit.
