Since it's a fiercely competitive culture, I'd imagine many of them don't care for the idea of being lorded over by anyone, even someone as powerful as Corypheus. You've got many people who worship the Maker, even among the upper classes of Tevinter. Then there are the people who are just savvy enough to find serving an ancient Darkspawn a bad idea, as well as letting the Fade swallow the waking world.
