Cassandra is the kick down the doors type. Leliana is about manipulation and subterfuge. They're both passionate and deeply devoted, but have recently suffered a horrible loss. In this dark time, they find refuge in one another's arms as they try to rebuild from the ashes of... WHY AM I SHIPPING MY OLD LI WITH MY HOPED FOR ONE?!

Honestly I'm more interested in seeing how the Inquisitor is the one to start and lead the Inquisition and not Cassandra. 

 

The Inquisition seems to have been started already, since they said Leliana and the soldiers at the end of Dragon Age II were wearing Inquisition armor; that may also explain why Leliana, Cullen, and Scribbles are advisers. I suppose Cassandra appoints the protagonist to be the leader due to surviving the cataclysm, which may have some significance with the people due to where the meeting took place.

I'm guessing it's Cassandra, although I wouldn't be surprised if the other advisers contributed their input on the matter; her interrogation of Varric, and her confrontation with the protagonist (in the Inquisitor trailer) leads me to suspect this might be the case. I'd wager she's the one companion who will stand by the Inquisitor, if the player manages to alienate everyone else.
