I can see the Inquisitor being a figurehead at the beginning. You know, like the first stages in any game: learn the ropes, know your initial companions and then do a thing so awesome that the others have to admit that maybe you were the right person for the job from the beginning.
It depends on the narrative, of course. I think it may depend on how we take Skyhold, which seems to be our first and most important keep.
Cassandra: "Damn, we need a fortress to start doing our job, but we only have a handful of Seekers to take it. It's impossible!"
Inquisitor: "Seeker, if you don't mind, I may have an idea".
Cassandra: "You? Really? What do you know about sieges?"
Inquisitor: "Who says anything about a siege? After talking to several minor NPCs, doing some errands and spending two hours reading codex entries, I think I have found the way to take over Skyhold".
Cassandra: "So it wasn't you just being silly and making me and the dwarf lose our precious time?"
Inquisitor: "Of course not! You think very poor of me, Seeker".
Cassandra: "And that quest to find every codex entry of 'How To Train Your Nug'?"
Inquisitor: "...I was bored?"
