Unlikely; all it means is that the character in question wouldn't care about such things and that the romance dialogue will be based on things not related to race or gender.
Let's say that Bioware wants to write how a noble; Trevalyan; from a Free Marches city that borders Nevarra falls in love with a Pentaghast, a member of the Nevarran royal family. That is the type of romance Bioware wants for the Human/Cassandra romance.
If she is not race-gated, that type of romance won't work for dwarves and elves whose interactions with her would be entirely different.
Since they have a budget for each LI, the noble/noble romance suffers because it has to share it with the other races. But if they race-gate her, they can focus solely on that type of romance and thus it will be more nuanced with more dialogue that would have, otherwise, been distributted.
Of course, that depends entirely on just how specific they're looking to make Cassandra's romance. It could be something that pertains only to gender thus making her availability to other races a non-issue.
