With Joesphine's stature, I fear Cassandra will be left at a disadvantage on a verbal level. Not that Cass wouldn't put up a formidable fight, but with Josephine I think there is more than meets the eye.

Those are cultural differences though i suppose, Neverra is a warrior state, like Orlais, While Antiva revolves around coin and trade.

But i think it works fairly well in DA what with the Antivan Monarchy being too weak to actually found an armed forces and being reliant upon the various Merchant Princes and Assassin's for national defense. Though admittedly Antivan culture is all but absent from the game apart from a handful of codex's, a few mentions in the WOT and finally from conversations with Zevran the elf, So to me until its further expanded upon, We really can't comment upon a depiction of culture, because a depiction of culture hasn't been presented yet.
I'd just label Antiva as a trade state until further notice, because its centralized focus from everything presented thus far, seems to be trade related, they export assassins, their trade routes bring them massive wealth, the people in charge of trade have more power then actual nobility, etc, etc. Reminds me a bit of 16th century Venice.
