From what I remember, some people interpreted what Bioware devs said in one way, others interpreted what they said in another way.
As far as I'm concerned, both approach are possible at the moment.
Sheryl Chee actually responded to a tweet about Cullen being romanceable by everyone. She said we'll know when we play the game, so it's possible they won't reveal the approach.
We might be able to guess depending by the number of LI. if Cullen is a non-Follower LI we might have six LI, and it migh be possible they went on the 2/2/2 route in this case, but it'd still be possible that they made 6 LI available to all.

All I know is they confirmed Cassandra and Cullen were LIs. Whether they brought it up themselves or a fan asked first I do not know.

I don't really care about the method as long as everyone as the same number of choices (other than bisexual PC ). I'm prefectly fine with 6 LI available to everyone, though if there are six LI i think that the 2/2/2 is more likely than the DA2 approach, because of what Gaider said about limited resources. Increasing the number of LI might mean they have more resources for the romance, and follow the 2/2/2.

If you romance Cassandra the epilogue starts with Varric saying "After the veil tear was closed the Inquisitor seemingly vanished..." only to be interrupted by Cassandra yelling "Bullshit! That's not what really happened" and a scene of her and the Inquisitor hanging about in a tavern perfectly happy.

 

That would be neat. It's probably the same tavern where the Grey Warden, Sera, Cassandra and the Inquisitor were having some fun

They talked a bit about the romances, and then announced two of them.

 

It was in the Q&A, so somebody asked a question and somehow in the answer Cassandra (and Cullen) being romance came out. We don't even know the question asked here. Also, according to LadyInsanity, the one reporting the news, the Q&A was all over the place, this mean it is possible that we have a misunderstanding here (from either side and it wouldn't be the first time).

 

I find her explanation of how they explained romance strange though (joking with Varric is not what I call a romance), seems to me it was more an explanation for how friendship/dialogs works in the game. How that explanation ended up confirming Cassandra and Cullen as romance puzzle me even more, especially Cullen, who haven't been officially announced as being in the game yet. I personally think we need the panel video at this point.
