Wasn't the Arishok looking for that special book of the quns?
Granted, he probably didn't actually know it wad there in Kirkwall until later but still. If the other leaders of the Qun questioned his actionsn he'd offer the book as justification
And no one would question him, he did as the Qun demands then. Besides with the pseudo-hivemind of the Qun, the individual doesn't matter.

How do you know? The Qun demanded he had to get the Tome back by any means possible and that the Qun had to protect itself. The Arishok acted in line with the Qun from what we know of it.

He was angry and the end of his rope by the time act 2 starts to end, hell even when he knows the book is no longer in the city (which he probably knows regardless if recruited Isabela or try to get the tome, I'm pretty sure that still happens regardless of Hawke's involvement) he still attacks Kirkwall and it's not his role is not to educate or enlighten people about the Qun, he can only conquer them or take them in, make them see the light falls under on of the other leaders.

As leader of the Antaam he spreads the Qun with conquering so most likely what the other members of the Triumvirate would of done is scold him for nearly shattering the cease fire... then use Kirkwall as a post to slowly convert the Free Marches.

I'm pretty sure the Chantry and rest of the Free Marches cities wouldn't let the Qunari have Kirkwall and it could have sparked war with Thedas. I'm not so sure the Qunari is ready for full on assault with Thedas again.
