She won't be, and even if she was, she wouldn't be an LI; they've already confirmed that they won't be using any previous LI's as Li's in the future.

After Miranda, Morrigan, Ashley, Bioware would deny another female lead character to female players ? ( and they received many complaints on this board about that )
I don't believe it right now. ( or maybe vivi is an Li then )

Honestly I'd argue that Liara was more of the female lead than Ashley ever was.
Not that I'm disagreeing with your over all point, though.

I think they mean the person on and in all the promotional material. Which Ashley was. And which it seems Cassandra is.

Well, I didn't play ME1 and hardly remember the promotion for it, so if Ashley was prominently featured, then yea, I could see that.
But in the series over all, Liara was much more important.

Sadly, I don't think Vivienne will be a LI. Well, if I can skip off-topic to break down the ME1 poster for a moment;
Saren is the evil onlooker, making it obvious he was the villain.
Garrus stands heroically beside Shepard, to make it clear that not all Turians are evil.
Sovereign and the Normandy are on opposite sides, the former hanging ominous and the latter souring majestically.
The Geth are in the background, making them our terrifying mooks.
But to answer your original question... Ashley is there because she's attractive, she's human and she shows that Shepard (and humanity) are part of a larger military organisation. The same easily could apply to Kaidan, but you'd want at least one female character depicted on the cover.
It could have been Tali, but she might have been mistaken for a Geth and thus made people think she was a villain. Wrex is out because he's yet another male figure, looks intimidating enough to be a villain and is very much an anti-hero anyway. And as for Liara... yeah, I'm not sure why she couldn't have been on the cover, but likely because with all the non-Alliance crew, it might make Shepard's military background confusing for the audience.
I think too much about minutiae.
But back on topic, it's good that Cass is being shown on the promotional material. So far, we know more about her and Varric than our protagonist.

I could see a dalish mage taking an interest in the mage rebellion.
I could see a dwarf being there as they have a stake in this, given the lyrium trade.
Being that the qunari are Vashoth, I assume they'd have whatever reasons a human would have for being there.

Read the spoiler in an interview a few minutes ago.
WHAT? I really need to read those articles, don't I? The place where the Breach happens explains at least why we are in Ferelden.
Poor Cassandra. And Leliana, too, since she's as devout as the Nevarran and that place is very important for her.

Cassandra have good grief management (or keep everything inside to build up the Anger). I can see Leliana having the most issues here, but it's possible both expected it in a way as well (going by plan B existing).
There will be small start of game spoiler after this point.
I really like the fact that an interview confirmed she brings up the "lets reform the Inquisition" idea (aka plan B*). I can't wait to see how she threaten the PC who don't want to go along with it. I'm kind of hoping for a "Game Over" scenario in that case (if the PC do not work on closing the Breach, it will destroy everything so, yeah, game over). It also mean she is the 2nd in command, makes me wonder if romancing her is going to be sort of like being mom and dad of the Inquisition.
*Last year I theorized the exact same thing, including Cassandra doing it behind the Chantry's back, but my ideas were dismissed. Currently, my guessing DAI's plot is at like 99% success rate. It's really scary and you don't want the rate to keep up that way (I will laugh if it does).

I had the feeling as well that recreating the Inquisition was mostly gonna be Cassandra's idea, so I'm not surprised thats how its gonna be. A game over scenario would be hilarious. I actually hope they do that. Cassandra didn't seem in the mood to take no for an anwser and she most certainly doesn't have time for idiots.

Yes, they seem to have a serious habit by making the first 'important to the story' characters straight. Ugh.

Sera, maybe, Varric is a bit old to be adopted. He's more like the uncle of the Inquisition.
