All three suit him. He hates both magic and humans - the love interest would change his opinion on both stances. Cass would definitely help him get over the latter one. Dorian and probably Josie would help him get over both but honestly he could just become bbfs with a mage to sort the former one out. He also has that suspicious mindset and no-nonsense attitude, but is a softie underneath too - kind of like what we've see of Cass too.
Is your Inquisitor gay or straight or bisexual ?
From your description, your character is anti-magic and anti-humans but then he grows and evolves to accept them. If your character is gay or bisexual with preference for men, go with Dorian. He is the best among the three to help your Inquisitor grow past his prejudices. Plus, his snarkiness complements your Inquisitor no-nonsense on the top, softie at the bottom attitude.
If your Inquisitor is straight or bisexual with a preference for women, go with Cassandra. She is not a mage but she has been dealing with magic her whole life and we know she used to dislike mages.
As for Josephine, I see how she can help your Inquisitor grow as well, but from what I have seen, Josephine is someone who like diplomacy and tolerance so it might be hard to get your Inquisitor's romance going with her. Josephine is a lot like Satine Kryze and Padme Amidala, you have to be tolerating and pacifistic, which your Inquisitor is not....
