This book was written by an unknown scholar as a guide for foreign visitors to Morrowind shortly after the Armistice was signed. Many of these practices have since fallen into disfavor. The most obvious changes are those regarding the practice of Necromancy and the Great Ghostfence. Dunmer today regard Necromancy upon any of the accepted races as an abomination. 

 

Okay book published right after the war between the Empire and Morrowind in the early days of the 3rd Era.

 

Those practices were still evident into Dummner occupied Solstheim in the Fourth Era.

LOL It was always practiced. The Armistice went like this.

 

Tiber Septim: I'm the Dragonborn. I'm going to become a God and **** you up.

Vivec: I know because I'm already a God and It's your destiny.

Tiber Septim: So what do we do?

Vivec: I give a you Dwemer Robot God, you let us rule ourselves, and we become part of your Empire in name. 

Tiber Septim: Deal.

 

Morrowind was always autonomous. After Martin Septim died the Empire stopped giving a **** completely.

Explain the Dummner Catacombs where the practice of cremation is employed for veneration of Ancestor worship in place of Necromancy. Seriously Dummner settlement for centuries by this point.

 

A handful of houses not giving a **** about their traditions falling into disfavor doesn't mean that the entirety of the Dummner feel that way.

 

Especially considering the oblivion crisis which Morrowind was involved in; I honestly can't see them going back to Veneration of Daedra, it would about be like the Altmer doing it.

Morrowind seceded from the Empire they'll be practicing the old ways more fervently than ever.

Not true. The Empire never signed any treaties to release it. They never ruled it anyway. Otherwise, Skyrim would never be able to give away sovereign territory to it.

The Dunmer has always and will always practice Velothi traditions including Daedra worship. Expecting them not to is like expecting Nords not to worship Shor/Ysmir/Talos or whatever aspect of the Serpent happens to be popular.

 

The Dunmer don't call their Ancestral Worship necromancy, because it was officially outlawed by the Empire. But necromancy is precisely what Ancestral worship in Morrowind means. Now the Empire can pretty it up in their pamphlets all they want, but it doesn't stop it from being true.

 

At this point nobody cares about Morrowind anymore except for maybe the Argonians looking for revenge for eons of slavery. So I doubt anyone's going to go knocking anytime soon to tell them to knock it off. Especially since the Empire itself is in decline/rebuilding (depending on view point).

Necro's legality has fluctuated with the reigning Emperor/ress. Traven outlawed it in the Mage's Guild, that's on point. Necromancy is 'illegal' in Morrowind, but is still practiced as Ancestral Worship. As long as it's used for that it isn't illegal.

I agree. But might makes right and if the Empire can't keep the human races from in-fighting there's no point to trying to reconquer elves. Especially the most badass ones on the continent.

I've seen nothing to suggest necromancy was ever outlawed my the Empire itself. Great House law also supersedes Imperial law, as per term of the Armistice. This is something the Dunmer did themselves.

I'll need to check up on that. But like I've said numerous times necromancy and ancestral worship are the same thing by different names for different purposes.

Why worship the creatures that attempted to obliterate you?

 

That said; I usually have my PC's revere a far more sinister force of destruction and inversely creation then  any Daedara so they aren't overly judgemental about it.

 

Also i will point a Dummner said that; not an imperial.

 

Disfavor; Indication that the evidence seems to favor, the only people who embraced Necromancy in Dummner Society were pretty sick bastards.

 

(In so far as what they did in Morrowind)

 

 

Especially since the Empire itself is in decline/rebuilding (depending on view point).

 

The world is better off without it.

Because the Daedra represent change. And by embracing change as opposed to stasis they can know their limitations and how to overcome them which is the point of Lorkhan's experiment. 

 

That and Boethiah, Mephala, Azura guided them from Summerset to Morrowind and taught them how to survive.
