Making choices for the rest of Thedas that they don't want is not infinitely better. It'll just cause the same problems, this time from the otherside. At least putting the status quo back in has a 900 year track record of peace. That's an insanely long amount of time.

The other thing that stands out about Vivi is there is a dose of mercy for mages with her as Divine. It can inspire mages to see another mage in that position.
But it'll only encourage the good ones. The exceptional ones. Not piece of sh*t upstarts like Anders.

Is there a way to make Vivienne Divine? Because I openly supported her and the Conclave said, "NOPE!" and elected Leliana instead.

I have no idea yet.. I just know it's my personal choice.
Leliana has no such standards. That mages "exist" is enough to reward them. That's exactly what Anders wanted. I'll be sad if she gets elected for me somehow...even if I romance Cass.

Just to add, besides "order", I want to emphasize that magic is a gift. That they ARE NOT normal and never will be. This was the main reason behind Anders' anger. He wanted what everyone else had. A nice thought, but he can not have it. And sadly, he couldn't accept that. He insisted that mages could be like anyone else.
I think putting Vivi on top helps you restrict mages, but also inspire them to a higher standard. You don't emphasize that they can be normal. You emphasize that they must be exceptional.

I'd say the main reason the rebellion he wanted got off the ground was because the Circles were inconsistent, which was more or less the main point Vivienne made.

And even while possessed, he still kept an low profile apart from the whole Alrik situation. He would have not blown up the chantry in Kirkwall if the templars weren't so abusive. The destruction of the chantry is merely an result of their abuses backfiring on them.

That whole area was a clusterfuck. The Templars also abused because they witnessed magic everywhere (and not the good kind). It's partly just Kirkwall's fault in general. Hawke witnesses it all him/herself.. the main vanquisher of mages in Kirkwall is Hawke, no matter what you care about mages.

This made me think that Viv might actually be a good choice. Better than Cassandra even.
This was always how I interpreted Andraste in the chant. She never hated mages. She called it gift, that must be used wisely and for the good of all. What she was really fighting was anyone with unchecked power. It happened to be the magisters in that case.
