The only people that would suggest otherwise are the Imperials. Both Galmar and Ulfric had a conversation about them seeking help from Bretons.

Return to the Palace of Kings and usually, just usually mind you they will be having a conversation in which they are awaiting word from Highrock.

You're remembering Morrowind wrong. You do a couple of missions as a spy. Then you get sent to talk to a Dunmer tribe in the ash wastes whose soothsayer recognizes you as the reincarnation of a long dead general-king prophesied to save their nation. That's not even 1/3 into the game.
As for the Imperial authority part. It's not so much Imperial authority as it is impending disaster.
Doesn't matter, you do all these things for the Empire. You don't do them for the Dunmer. You do them for Uriel. The end result is the same. An Imperial Agent is sent to become Nerevarine and solidify Imperial power. Both work. And it's well more than a 1/3 of the game. The main quest is never that long.

In secret away from my other Nord brethren. Only because I believe that Sithis is actually Lorkhan, or very closely related. If Auri-El is the soul of Anu, then Lorkhan is the soul of Padomay, aka Sithis. Chaos personified and given thought.
Any true Lorkhanian honors the dread father, Sithis.
Also, just putting it out there... Cassandra would've been a stormcloak
