You don't play the Templar quest. It's exactly how I see the Inquisition ending up as, sooner or later... even with the best intentions.

It was a hypothetical presented. I'm not defending its likeliness. Only saying I'd be all for it if I get to kill a certain redhead.
And because I think I'd make a pretty boss villain.
But when I play a pro-templar character it always comes down to whether I want to change things and make Cassandra the Divine or leave everything as it was (which is not a wise decision in general) and go with Vivienne. Lately I've started seeing Vivienne the Blackwall way - as a power hungry opportunistic snake who crawled into the Inquisition for a power grab, so she's out. Cassandra is a much better and honest option. She'll want the old orders like Templars, Seekers, Circles and Chantry intact for the reforms. So in this world state I allow her to rebuild the Seekers.
Vivienne most certainly would not want the Seekers as they were before. She wants a Templar order firmly leashed to her hand, and having another organization with the authority to snatch the Templars out of her grasp interferes with that. Indeed, a reformed Seeker order is implied to be an entirely independent organization in this ending.

True, though if your inquisitor is backing her and giving her support, I doubt she'd try anything since you're also supporting this new seeker order. The Inquisition is also another organization out of her grasp, one that is very powerful. I doubt she'd want to interfere with what would basically just be yet another arm of the chantry and inquisition. The templars also become the core of your personal army. They're all well ingrained and intertwined.

It's telling that literally every ending changes the system by giving mages more freedom. Vivienne gives mages more freedom than before and leashes the Templars, Cass intends to give the mages more freedom and have the templars be protectors instead of jailors (meaning Evangeline was an instance of a model templar), and Leliana straight up gives mages independence and disbands the templars.
It's also interesting that if you ally with the Templars and get Leliana as divine, Leliana is the one who remakes the Seekers so I'm wondering if she always does this or only if the Templars still exist as a separate order.

They do have too much power, I agree. Cassandra's changes may work well for now, but when she's gone, it'll go back to the way it was, especially after the mage divine vivienne is gone. Or any of our likely super temporary choices for Divine.
I'm wondering, if you tell Cass to disband the Seekers and she becomes Divine, does her ending still have her remake the Seekers? Also, I found out if she hates the Inquisitor and becomes Divine, she makes the Chantry hate the Inquisition and uses the Seekers to violently put down people who oppose her rule.
