Its better than unhardened anyway, her reforms are impossible without killing the right people at the right time. All candidates have some instability and resistance, but hardened Leliana is implied to solved them by the time epilogue finishes (until that moment where Morrigan is leaving). One thing is for certain that she is resourceful, she tracked Corypheus' every move and only failed when he attacked Haven in which case she was too kind to her agents. A few more agent deaths would have stopped Haven disaster. She learned that lesson the hard way.

 

But I guess Alistar was right about princess stabity. But she is still behind Vivienne in ruthlessness.
