Cass can only be considered if you side with mages, even then there is infighting between mages because she can't control them, conscripting the mages is probably best epilogue of Cassandra. If you side with Templars she doesn't do anything of note to be given credit to, "yeah lets just reform everything and hope for the best". Literally any Divine could do that, Leliana on the other hand is the only one capable of changes she brings.

Leliana is hardly Michael Corleone lmao. She controlled secrets, killed and used intrigues for Justinia behind the curtains, and Justinia is venerated by every single person we meet in the game. The strongest country in south, which is where Leliana will reign over is ruled by "the game", the assassin guilds are respected etc... Leliana is perfect for this.

 

Queen Elizabeth Tudor is best real life example for Leliana. She killed those who opposed her, knew all secrets that needed to be known and used them to her advantage, brought peace to England after hundreds of years. During the peace art and Literature prospered and economy got ten times better. She was the first who actually made England into super-power that lasts to this very day. It goes without saying that she was very kind to people who deserved kindness.

All three of them have negative endings if hardened. Cassandra's is the one with no bloodshed in either of hers, I believe, and if she does shed blood, it's much less than the other two, and Leliana's is the only one of the three that has her "ideal" ending consist of something so blindingly idealistic that you'd expect someone to say "And they lived happily ever after" with Lels riding an MLP into the sunset.
