I don't think you have to outright make tyrannical or selfish choices to be so. All it takes is a little pride, and to think you have all the answers, to muck everything up.
Indeed. But I mean choices that are right or at least seem right given certain ideological choices and given Thedas is pretty fraked up. So someone, like an Inquisitor, could see all the corruption and choas and conclude that is the fualt of the power structures of the continent and then set out to change them for the better. So, in essence, exile the Wardens, kill Celene and leave Gaspard in charge with Briala as his number two, Disband the Templar Order, ostensiablly leaving the surviving mages free with Leilianna as Divine. In short it leaves the Inquisition with a lot of very real power. Even if that power is not used tyranically by the
'original Inquisitor' future ones could certainly abuse it. In such an arrangement all the previous orders that were powers in Thedas would be no more. The Inquisition would have no checks.
Heck, to add a further sense of deliciousness to this scenario, if I go through with this playthrough my head cannon has Briala replacing Leilianna as the Inquisition's spy master.
