From a speculative prospective i don't see why he wouldn't be in it regardless of what you decide. He was vital to the first game's story and if he isn't the Council Head, he should still be the Human Ambassador.

I just finished my refresher Renegade playthrough and I forgot how evil he sounds at the end if you say Bye to the Council. I had to choose him just to see how he becomes in ME2!

I heard that later, after the Reaper invasion, Anderson's sucker punch actually caused an aneurysm to accelerate in growth in Udina's temple, and within hours he had died! This was told to me by some Asain reporter...Dorothy Wang or Emma Wing or something.

Obviously if you choose the Renegade option. If you choose the neutral let the Council die option, he's less... Udina.
