I'm a bit on the fence about it. If I had to pick one I'd probably go with the Tempest or Locust since guns like the CSMG and Hurricane blow them out of the water. Maybe it's nostalgia speaking for me when it comes to the Tempest. Loved that gun in ME2.

It makes a good light sword when used on a melee Shadow 
It could just do with a bit more damage so it will take out an Atlas in less than half an hour 
Harrier. That gun has too little ammo for it to be good.
Seriously though, I would probably buff the Tempest SMG. It's right on the border of being good and being bad. I think a slight damage boost would help it.

M-13 Raptor. I love the look of it, but compared to the others it's useless.

Just imagined it on a destroyer or a turian soldier! I'd like to see the tin can launcher, oh! sorry, the Wraith, tainted in pink - to show its true nature.
Collector Assault Rifle. It needs either a weight reduction (to about 0.8) or about a 15-20% damage buff. I would never use this gun over the Lancer, Vindicator, Mattock, or Phaeston right now.
