More of a quick rant, really, as there really isn't anything that can really be done if it is a glitch.  However, I've played through the Citadel DLC a number of times - never on insanity though.  On my current run, I'm playing as an infiltrator and I've noticed that the cloak is absolutely useless in the very first encounter with the CAT6 troopers.  I'm constantly throwing my cloak on, but no matter what the troopers always know exactly where I am and never pause firing at me.  (Actually, when I encountered them at the part where you're standing on top of the one shop, and you have the ladder to climb down, I was already cloaked because I knew what was coming - and even on top of the shop, with my cloak on, they immediately knew where I was and started firing at me.)   Because I'm playing on Insanity, and we don't have any armor for this level, I can only take a couple of hits before I'm killed.

I've noticed this before, playing this character against these troopers on earlier runs - but it's never bothered me enough to really think about it.  Is this a design flaw?  Or do the CAT6 troopers have some sort of way of rendering a cloaking device useless and because I rarely read the codexes I've never realized?  0o

It may have to do with the aggro mechanics of the game. Essentially, enemies can cheat and find you when cloaked.

Yes... they aren't supposed to see you until after you go down the ladder.  So I think this was a glitch caused by turning on cloak, in which case they can blindfire your last location.  So make sure you proceed down the ladder and go into the first set of cover before you use cloak.  Typically they are keyed to not notice you until you either stay in their line of sight too long (out of cover, or leaned out), or you kill the first mook.

As for later in the level, I am not really sure if CAT6 is supposed to have superior AI.  I would have to look into that.  Most of the enemies share the same detection values.  Clone enemies do seem to have different detection abilities and tend to ignore your squad and are less sensitive to cloak though.

Just be cheap and incinerate them into oblivion from atop the platform, hopping back and forth between platforms to dodge their grenades.

IMO the opening sequence of Citadel is horribly unbalanced for some classes, so I always cheese the hell out of that fight as much as possible.

Not had this problem, simply consider myself concealed rather than invisible, and try and stick to cover and corners. The problem I did face is that Cluster grenades cover a wide area, so do not allow this to be your main defense.

Tactical Cloak was changed from the way it worked in ME2. In 2 enemies would just stop attacking you and would attack other teammates, or if you were the only one alive/alone, they'd just stop shooting until you reappeared.

In 3 they changed it to where the enemy would shoot where they last saw you, unless they saw you cloak, in which they'll just shoot you anyway.

Cloak became less of a cloak and more of a damage booster in ME3. It's intended to be that way; it's just more noticeable on insanity since they hit a lot harder.

Yesterday, I played Citadel for the first time. Just imagine the scenario: Soldier, lvl 60, with stasis bonus power, and insanity difficulty.

Ended with me playing with a puny gun, with 30 ammo, aganist guys with shields. No warp from liara (or reave from kaidan) to explode my stasis, no overload from crew members, not enough ammo or grenades to keep playing normally, no armor, no medigel, and add only one bar of life to the mix. I felt totally defenseless, that mission made Thessia look like a walk on the park.

RedCeaser pointed to the Agro thread already, but I did want to emphasize something and that is they can HEAR you as your try to run past them. I found that out much to my dismay when I played as an infiltrator in this part.

Also, my main suggestion for this mission is to get Dominate as a bonus power. It gives you a distraction and if specced right will kill your target. My life got considerably easier once I started using Dominate for this mission.

^Yeah, CAT6 is difficult because they spam minions and lolnades. Any chance you can even the odds with your own minions you should take.
