Lambert isn't making rational decisions based on his duty. He's making them based on his hatred. He is the
TemplarSeeker equivalent of Fiona. He assumes he has a right to overrule the Divine without even taking it to her first. He actually says he doesn't care what she thinks.

And the one wielding the sword bears no responsibility whatsoever? The one who gave the order to attack when the mages (cough, Fiona) wouldn't just cancel the conclave they had permission from Lambert's direct superior, whom the codex on Seekers specifically say he answers directly to, without comment, also bears absolutely no responsibility for the violence?

I think he was well within his rights to end the Conclave, Also the Knight Commander at Cumberland ended the previous Conclave, it was Divine edict that outlawed them but it was within the Knight Commander's rights to end them and he WAS acting commander of the White Spire.
Furthermore, he despite his supposed hatred still was willing to let them walk away, even fiona if they merely handed over a suspected murderer and demon influenced mage, more then they deserved.

Well they had permission for said conclave only to discuss tranquility, not mage independence, so technically they violated the divines order 1st.
Lambert makes a much better comparison for Adrian BTW. Neither of them feel constrained from doing whatever they need to achieve there goals.
Lambert orders Evangeline to kill them and even sends templars to assist. Adrian frames her best friend.
BTW, I know some of you think Lambert might have been beside assassination attempt on Divine, but even Rhyss suspects Adrian and her fellow Libs and doesn't doubt they would be capable of it.
Lambert did kind of order Evangeline to destroy any evidence and kill anyone who learned the truth of what they would discover before he even knew what was happening.

He may have felt he was within his right. But he said he didn't care what the Divine thought, so he clearly demonstrated that he knew she wouldn't like what he was doing. He didn't care. As did Fiona. They are the same animal.

What law? The law of the Chantry? Inept leadership and rapidly diverging policies caused that rift long before Lambert moved to act against the Divine or the Church, he gave his Knight Captain a suggestion, and support but little else, He intended for certain ill fated things to be lost in the wastes if they provided certain knowledge.
The Law of the Circle No? Ethics? The one who is doing his duty, is in firm conviction and works for continental stability overstepping supposed bias, offering a hand of friendship and it being turned away by War mongers deserves the justification for his actions, and even then only a handful of mages were harmed, one killed despite the idiocy of rebellion. The rest were imprisoned when again they could have been let out the door to be returned to their circles had Fiona not picked her battle.
