I think he is neither, because at this stage I'm more inclined to believe that he is not a companion.
I see Cole and an unknown female taking the final two places.
I like the idea of an unknown female taking one of the spots, but I really hope Cullen is a companion. I feel like he would add and interesting perspective since he saw what happened in both Ferelden and Kirkwall. I'm also interested to see how his character has changed after the events in Kirkwall. I would also like Cole as a companion, but if there are only two spots left I would prefer Cullen and unknown female.
I really think people are jumping the gun, assuming Iron Bull is a companion.
I thought I'd be less convinced he's an NPC a few days later, but I'm not. If there was a Dragon Age Inquisition companion lottery card, mine would read: Varric, Cassandra, Vivienne, Solas, Sera (Blonde Elf), Bearded Grey Warden, Cullen, Dorian (DHMG), Cole.

They were "confirmed" by magazines that got a lot of other information wrong. Sera, Iron Bull and the grey warden aren't confirmed by any direct Bioware source. I'm of the opinion that they're still likely, though. We've seen so much information on them. It's always possible they're not in until we hear official word that they're in, but I wouldn't place a bet on someone with less evidence in their corner.

(Didn't, like, two say that Morrigan was returning as a companion? Not the strongest bit of evidence.) As for why I think the Iron Bull is out, well, he isn't in any of the concept art with the Inquisitor, which makes me wonder.
Did that poor magazine really get that much wrong? They mentioned two places we're not going and said that it's "likely" or some such that Morrigan would be a party member. They also mentioned stuff like reactive ecosystems and environments and trade routes, have the devs said those are out too?

[SHRUGS] Does there need to be more wrong? That they got that much makes the rest suspect. Could he be a companion? Oh, definitely. But I'd need more before I'm comfortable saying, yes, for sure, he's a companion.

I could see Iron Bull being an antagonist or an adviser even. ("I advise you to HEADBUTT THEM" kind of adviser )

I believe that a theory someone else posted a while back is likely to be true: That the woman with the quill and paper in the survey is the head of the Inquisitions gold/merchantile elements, Leliana is the leader of it's spy and intrigue elements and that Cullen is in charge of it's military elements, all important and frequently spoken to NPC's but not companions.
If they have 6 LI's its even possible that Cullen and the scribe woman will be romance options, like Traynor or Steve, though I see Cullen playing the "female only" LI option if this is the case.

The problem with the magazine is that it is impossible to know what is real information and what is speculation. The magazine present speculation and facts the exact same way (OXM especially). There is plenty of things the dev confirmed and plenty of things they said was a mistake. At this point, everything they did not confirm could very well be 100% speculation from the journalist's part and tus wrong.
This include IB and "Sera", neither of them are present in the party's screenshots of the magazine nor have the dev said anything about them (while they interacted a bit about Solas).
If Cullen is a companion but not a LI I might have a meltdown, just saying.

Presence in the survey, with a companion plot, various concept-art, and in-game captures.
Allegedly confirmed by OXM and Gamestar, now I know OXM is full of ****, but Gamestar is much more cautious.
More to the point, we know for sure he's in the game in some capacity, but it wouldn't make sense to me that a character that was designed as a companion from the start and is still in the game to beome a advisor or worse, a antagonist.
My theory is: April is Solas and May is IB.

I can see them designing a companion and later realizing he doesn't work as a one and keeping him for "antagonist" duty only. It's not that much different than what happened to Jowan, who went from plot-device to possible party member and back to plot-device for DAO.

Jowan wasn't shown in the first trailer, early screenshots and given his own piece of concept art with his name on it, however. At this stage I'm certain that Iron Bull will be a companion.

They were mostly the "main" antagonists of their games though, or at least very prominent antagonists that spanned multiple games.
Unless Iron Bull is the one trying to tear his way through the veil and is worshiped by a Tevinter cult he is not the primary antagonist, and considering the scope of the game I can't see a single Qunari mercenary being anything more than a minor antagonist. Why would a minor antagonist get so much attention?

If he were a major villain, but right now I have a hard time seeing how that would fit in the narrative. How would a Tal-Vashoth led mercenary group get that kind of power and what would they even be aiming for? Again, it's possible, but I'm not sure I can see it being a strong possibility from what we know about the story so far and Iron Bull's original concept. I just didn't see much in the concept they gave him that suggested he was main villain material with basic changes. Jowan's role and characterization didn't change much in the story, they just didn't add him to the party as they may have liked once his "introduction" quest summed up. For Iron Bull to get the kind of billing he's gotten, you'd almost think he'd have to be something like what Loghain was to DA:O as the original plan. I just have a hard time reconciling that with what we know about his original concept.
Hmm. Yeah though IB being a villain instead of companion is unlikely, I do think it'd be pretty awesome if one of our unconfirmed companions was actually a villain. I like learning about the characters and game in advance, but I still love a good ol' surprise.
Or an already established companion ends up turning on us at the very end and revealing him or herself as the main antagonist. Solas, for instance.
