It says below their picture "collect 15 agents" and it talks about a keep in a very specific location. To me that just sounds like you have to collect enough support in certain areas in order to establish a keep. I would think it's more likely that those pictures are just some of the agents in the area, out of the 15 you need.
I think probably the advisors will be more important than the agents. The agents will probably be minor NPCs, if there are going to be so many. The advisors will probably be people that you continue to visit about the overarching plot. It makes more sense, to me, that the major NPCs will be the ones we've seen heavily featured and not surprise ones, like this.
The three images are selectable it seems, I personally think its how you select the keep type: military, commerce and spying. So it would represent those three group not faceless agents.
It's POSSIBLE, but honestly, I'm more inclined to believe the characters heavily featured in concept art are going to be the main advisors and those are just "trading card" type placeholders to keep track of your agents. To me, the evidence is just more in favor of the people we see more of. Especially now that they announced one as an LI. We'll see, though. Your theory is also possible.

i think the cards are how you select the keep type aswell, but i don't think that the persons on them are the "advisors".

If he's not an advisor, what is he? Signs point to companion, if that's the case. And if he's a companion, he'll probably be a warrior. And if he's a warrior, the Grey Warden is now a rogue, or out. Or temporary.

Part of me hopes that one of our companions is a complete surprise. Someone that's just unexpected and unanticipated. Normally, I'm all grabby hands all over everything. But I've wanted more Cassandra since the minute I finished Kirkwall and I got that, so I'm just sitting here and thinking...surprise me.
I think it's pretty safe to say is Cole is confirmed since he's been in every piece of concept art and every screenshot.

He seems to be lightly armored and has been depicted dual wielding daggers in screenshots, overall that screams rougue to me. As for Cullen he just feels like a more reasonable choice to make for a companion, someone to represent Templar interest while characters like Cassandra who are pro-Chantry, Solas whom is most likely pro-Mage rebellion, and Vivienne who would be pro-Circle or non-reformation.Spelling rogue and Grey wrong still bothers me. And The Grey Warden has only been seen, in both concept art and gameplay footage, as a sword&shield warrior. Cullen, at this point, is much more likely to be a romanceable NPC. We only get 3 warriors and Cassandra, Grey(Bear) Warden and Iron Bull already fill those slots. The fact that BioWare could confirm that Cullen is a LI but not a companion pretty much cements it IMO.

If we're not getting Maeveris because she was developed too late to be included as a companion, then I doubt we'll be getting a character from The Masked Empire, either, given that book came out nearly two years later.

Well shite on my face I've never seen these before. As for the Grey Warden is a Rogue thing I have been seriously misled by what I initially thought was a very fat tree branch in a picture on the front page of this thread, turns out that's a shield. Sorry about that folks I bunced this one real bad.
