Reading through the discussions, Leliana is brought up quite often for DA:I. I've just recently completed another playthrough of Origins so most of my conversations with her are still fresh and from my understanding she wasn't on good terms with Orlais. The information I gathered was that she would be arrested on site if she went back. I haven't read the books so I'm wondering what changed?

I think the implication was her adventures with the Hero of Ferelden put her on the Chantry's notice and soon after the Battle of Denerim gave her a job working for the Divine.

I'm guessing time has 'healed' any problems she had with Orlais. Besides, she works for the Divine now, so I'm guessing she can't be touched for previous crimes/etc.
We'll probably see Leliana in DAI because we've seen her in concept art and she was in the preview for the Masked Empire book, which takes place in Orlais.

I heard somewhere, though I'm not sure where exactly it was confirmed, that Divine Justina is the Revered Mother from the Leliana's Song DLC, the woman who rescued Leliana and put her on the path she's been on ever since.

I heard somewhere, though I'm not sure where exactly it was confirmed, that Divine Justina is the Revered Mother from the Leliana's Song DLC, the woman who rescued Leliana and put her on the path she's been on ever since.
Yeah. She was Revered Mother Dorothea.
And I don't recall ever hearing anything about Leliana being in danger of being arrested on sight outside of that DLC. Either way, Justinia is known for her forgiveness of "sinners" so it's not too much of a stretch to believe Leliana has been absolved one way or the other.

Hmmm I'm a little skeptical about chantry members being immune to any government actions. Marjolaine was exposed in Ferelden and the evidence against her was destroyed but I guess it's possible.

Leliana the bard couldn't go back to Orlais. "Sister Nightingale," the right hand of the Divine, has no such issues.

I think I know what you mean now. It's just a bit confusing because it's a completely different story in Leliana's Song.

I think the DLC took place in Ferelden due to financial constraints, although it ends up contracting elements of what Leliana told The Warden as a result.

I figured that much was true. But the bit that I find confusing is that the whole point seemed to be to get the documents so Dorothea could take them back without anyone noticing. Raleigh wasn't going to tell Orlais he had them, he said they were hard won intelligence. So if this version is true, Leliana shouldn't have a reason to fear returning to Orlais.
The opening dialogue does suggest she just telling a tale. I guess it doesn't make much difference in the end.

Not if you beheaded her and left her on top of a mountain, issues still come up with that.
She would be a undead fugitive still.

The other thing about Leliana's Song is that the DLC version gave the story a boss fight and an emotional confrontation with Marjolane to make it a more standard story.

I've never played the DLC. This explains a lot. I had no idea it took place in Ferelden rather than Orlais. Budget constraints doesn't really explain why they would contradict the stories so I wonder what the developers were thinking.

I think the people in Orlais have much more pressing issues than trying to arrest Leliana. They have a civil war at hand and mages breaking loose, so they need every skilled individual to help, and Leliana definitely is one.

The codex in DA2 confirms this, yes.

They reused settings from Origins instead of creating brand new Orlesian settings, like Denerim.
