Aaand what you said was basically that they build a government. What are leaders?

 

Is it a government? Does it have a constitution? Does it control a set boarder? Is its authority recognized as being legitimate by other states? Can it pass and enforce laws? Does it collect taxes or some kind? Does it control a military force? Does it actually possess any sort of government structure or function of bureaucracy outside of a rudimentary voting process?

 

I don't see how it is a government, just as I do not recognize a group of friends or strangers agreeing on what kind of pizza to order as a government.

Is it a government? Does it have a constitution? Does it control a set boarder? Is its authority recognized as being legitimate by other states? Can it pass and enforce laws? Does it collect taxes or some kind? Does it control a military force? Does it actually possess any sort of government structure or function of bureaucracy outside of a rudimentary voting process?

 

I don't see how it is a government, just as I do not recognize a group of friends or strangers agreeing on what kind of pizza to order as a government.

 

You realize that every government CAN be different and have different customs and definitions? Our world just has them all very similar. You can actually make a government out of 5 people that want to order pizza easy as that.

You realize that every government CAN be different and have different customs and definitions? Our world just has them all very similar. You can actually make a government out of 5 people that want to order pizza easy as that. 

 

But would it be recognized as a modern government is what I am asking? Rights create a dependence on a government for total guidance of a society and culture. It dictates the path that a group of people can take and even affect people on an individual level. The obsession with spreading rights, which is really code for norms that the western (American) world agrees with, to everyone, and calling it doing a good deed. Having a need to have those specific types of rights requires a more specific form of government to enforce and exemplify those rights, which lead to a blending of cultures until every one of them has the same type of government and ends up becoming the same. It's basic osmosis really, and I'm not sure its not inevitable in the way rights are viewed and held up in societies, nor even that bad of a thing. What I am (mostly) sure about though, is that it is a real phenomena, and that universal outlooks on rights are the root, spanning all the way back to the false dichotomy of john locke and thomas hobbes every political science professor tries to pound into your skull.

I would love to get an option to just say flat out no as Qunari to someone's ridiculous plan. Maybe the other races can explain why or go No that's a terrible idea and just have the Qunari protag look dead at the person suggesting it and say no and move along XD

 

Say Vivi trying to get the Qunari fem to wear ruffles or something while in Val Royeux. And fem Qunari just shoots everything with "no" XD I'd love that so much.

It doesn't matter by whom it is recognized. I can stop recognizing US government for example right now just like that. I'm gonna say that it's not a legit government. I might face consequences if I start to do something unlawful on US territory but the choice to not recognize it is my own. Anyone you give the authority over you can be your government, or anyone who takes it for that matter if you feel that you cannot resist. It doesn't get more specific than that.
