has a power mod been released? I remember a tutorial somewhere, but I cannot find it anymore!

Yeah, someone figured it out, but you would have had to push a button to run a script to re-apply those custom powers, then go back into the Squad screen and redistribute your skill points every time you went through a loading screen.
Besides, that "MotherOfAllMods" utility needed for it had malware in it.

I was pretty disappointed to learn that, too...
You can give yourself extra bonus powers in Gibbed (any of the vanilla and DLC powers, no Multiplayer powers), but you can't increase the maximum talent points available to distribute to them. The game checks (again at loading points), and if you edit your save to give yourself extra talent points, it'll reset them to your original level and you'll have to respec all your skills. Extra bonus powers aren't reset, though. Same in ME2, only you could max out talent points and keep them.

Like I said, you can give yourself the bonus powers that come with Omega, From Ashes, and Leviathan, but no multiplayer powers.
Also be aware that you can only have eight powers total in your wheel. The rest won't display, and the more you add, the fewer talent points you'll have to go between them. I'd recommend no more than two bonus powers. Same for ME2.
