Define "perfect." You only need 3100 to get all endings.
I have to assume that perfect in this sense means having the absolute total amount of war assets available across the entire trilogy, right down to having Ethan Jeong survive Feros.

Speaking of which what is the max number of EMS you can obtain. Like if you had 100% galactic readiness and legions of N7 promotions, plus all the stuff from single player, is there a number where the game just caps out at 9999... something?

I would assume that the number caps out at some point so that it's impossible to go higher no matter how many N7 promotions you get. That said, I don't really count the N7 promotions, mainly because I'm not sure if there's even a cap to how many times you can actually promote, and it's just ridiculous that several characters can be worth more than the entirety of the fleets for Earth XD

You cannot obtain every war asset available. Some are available through certain conditions while others will stay permanently locked because of a particular decisions that were made in the previous Mass Effect games. So no, you cannot grab all the war assets that are available. You can only obtain those that meet the history of what your save contains and what you do later on in ME3. Take the STG asset for example, that is not available to you if Councilor Valern is alive(if you saved the council), it's only obtainable if Councilor Esheel is alive and survives the coup.
N7 promotions affect the N7 Spec Ops asset which obtained on first time promotion from the Multiplayer. There is a cap eventually, but it does not stop at 9999 or much above that.

No one's asking for 'all available war assets'. They just want to have the highest possible (hence, perfect) score.

With EC installed it wouldn't even matter. 3100 above with GR at 100% ensures best endings. You gotta really make an effort to even not get the best endings. There's no perfect score unless you're willing to go through thousands of hours of Multiplayer and promoting to even reach the maximum amount of EMS stacked by the N7 Spec Ops asset alone.

Why not just use a save game editor and forget using saves from other gamers that may not get you what you actually want?

I know I'm resurrecting an old thread, but for the record, highest EMS I've ever had was 12,024.
Used a Paragon ME2 import where all squad-mates survived. I did a lot of side-missions, basically as many as possible before each "Priority" mission. That way, the level of the Reapers detecting / intercepting my presence in a system would reset. This allowed me the most opportunities to scan planetary systems for assets and resources.
Oh, and played a crap-ton of Multiplayer.

the game autosaves as soon as you enter a system. So I just fly around it pinging everything, get caught by Reapers and then use my memory ![]()

That's not possible to get without promoting a lot - and I mean a great lot - of MP characters as war assets. IMO that doesn't count. I recall the total amount of TMS you could get in a single playthrough before Leviathan and with no MP promotions was about 7600, and with 100% galactic readiness that would become 7600 EMS. WIth Leviathan it's possible to get to...hmm, I think it was 8200.I know I'm resurrecting an old thread, but for the record, highest EMS I've ever had was 12,024.
I think I managed to get within 50 points of the theoretical maximum TMS for SP-only in one playthrough before Leviathan, though I didn't play MP so my EMS would stay around 3750.

Click on the link I posted near the top. The highest number of assets is nearly 9 000. Also if you "save" Anderson you gain 200 war assets whereas if you let TIM kill him, you lose 100 war assets

I was bored. According to the wiki and my calculator, the max TMS theoretically possible with all DLC but without MP is 8381. That's 4191 EMS rounded up.

Since you apparently view my 12,024 EMS as irrelevant / inconsequential, I had 3975 worth of N7 promotions, so my "actual" score is 8049. Do you not like playing the multiplayer, so you discount its EMS benefits? Because it is a lot of fun - IMO.

I didn't count N7 because it's theoretically infinite. You can always promote one more time. SP assets are finite and therefore we can speak meaningfully about a maximum.
N7 was a part of this branch of this discussion at its inception, in attempting answer the question "Is there a limit to EMS?" Changing the ground / argumentation parameters of the discussion and attempting to create your own standard of meaning does not change that, because

While I suppose the question is "valid," it's kind of pointless since EMS 5000, 50,000, and 5 million would all play exactly the same anyway. Though I guess it'd be interesting if there was an error in the code -- anyone else remember when numbers higher than 32,767 blew your games up?

A doctor who loves to drink, and whose name can be rearranged into hacksaw is not as appealing to me.
