No. By that phrasing, I meant -- well, let's say you're using an Asari vanguard with a Venom as your primary. You could, conceivably, want a lightweight secondary that would have a power mag on it to switch to occasionally for boosting lift grenade damage, since you can't put a PM on your shotgun, but you wouldn't want something heavy enough to make a dent in your BC cooldowns. Switch, hurl as many grenades as you need, switch back.
There are much more useful choices -- but a ULM/PM Shuriken is probably the absolute lightest if you did want to do that thing with minimum CD impact. I don't see that you'd want to use it as your only weapon, though, unless you're obsessive about finishing every individual weapon challenge. Even if you exclude rares and ultra-rares, and insist on an SMG (for the PM, say, and maybe you don't have any pistols you'd rather use) why would you use a Shuriken over a Locust or Tempest depending on the range you expect?

Shuriken is definitely better than Harrier for me. Until I actually unlock the Harrier.

I actually liked its unique mechanic in ME2 where it had automatic fire, but you could fire it faster if you fired it like a semi-auto and tapped the trigger as fast as you could.
