The one where you talk to the hanar?

I talked to them both and told the hanar to go somewhere else, and I'm sure I talked to the csec officer after but its in my quest log and the hanar and the csec officer are no where to be found

Is there something I can do to set this quest to complete? Will this affect my Mass Effect 2 save import?

Wait, so, the actual quest starters are both missing from their original/constant spot?

Yes, yet my quest log says to talk to the csec officer to complete the quest.

Try reloading to before the issue happened first. And if that doesn't work, tey reloading to before you even began the quest. And if that doesn't work . . . Make a new character?

Are you sure you've gone back to the right place? What stage of the game is it? Maybe you've left it too late.....

I am very very much past wherever it was that I talked to him. It shouldn't be "too late" because they're not supposed to leave till you talk to them

yeah that happened to me, you have to finish that quest before you become a spectre

This is not correct. I left the Presidium Prophet assignment to literally the last moment before leaving for Illos, and it completed without a hitch. I needed to max out one of my persuasion alignment skills to do it, and I only got that 4th point after Virmire.

This sounds like a bug, I would try reloading to an earlier save and doing it again.

did you wait to start the quest till after you had left the citadel atleast once? or did you start it before you ever get to leave the citadel?

I started it and ended it at the same time. I don't know that it matters, because I have started quests and left the citadel only to return and finish them later. The only quest I'm aware of that prevents this is the I Remember Me quest for Colonist backgrounds. There you have to do it once you get the notification from LT Gerard, but otherwise I haven't come across any quests that auto-complete if you start them but don't finish them.

The thing is, I was already past virmire at this point when someone suggested it, so i wasnt going to load an earlier save (done the game now)

Ive beaten the game before but im sure i talked to them before i was a spectre on my import character. However it acts as if I never finished it. Oh Well
