I started a new lobby. new group was really good actually, we managed a full extraction while holding the landing zone for the duration of wave 11.
fun game.

The random lobby system is crap. Kicking people is a f'd up way to play a game. It would be better if the players could see all the current available games and request to join. Then the host could invite the people they want rather than kicking people out.
And, as Tokenusername said, someone might join your game only to be an a-hole (for example, taking the pizza to the corner of the map until time runs out). The Kick process is pure poison.

They have that, it's called setting the game to private.

I think the question you should be asking is why isn't the third person also putting a kick vote on the person who won't leave. Their refusal says more to me than your kick votes do. Put another way, you meet an a-hole in the morning, you've met one a-hole. You meet nothing but a-holes all day long, well then maybe you're the a-hole.

Sometimes it's because it's obvious that there are two extremely low-experienced players w/ low-level gear and tiny CP scores trying to kick the most experienced and best-equipped player, perhaps thinking that he's going to humiliate them in the rankings. Seen this happen, and the host (one of the two) rage-quit 5 seconds before the end of extraction.

Exactly my point; nice example.
I landed in a lobby where one player had two kick votes so I asked why the other two were kicking (I do this a lot, this is the one time someone actually replied). "He wouldn't follow us to the 1234 devices so we got overrun when we were guarding the guy doing them. He obviously doesn't know how to play the game." Headdesk.

I don't get it.Why kick someone when it's just as easy for 3 decent players to just carry the match. It's not wrong to help a lower level player out, especially if they help with killing and taking care of objectives. If they just obviously leech, then that's another story which calls for kicking or in my opinion, just leaving.
