Does it come online everywhere when the US/Canada etc. gets access to it, or is it locked by region so that it goes up on each country's release date?

I ask because I have a CE preordered from EB in Australia, and last time for ME1 they let people pick their preorders up a day or two earlier than they were supposed to... so if this happens again, can I get the DLC when the Americans do, or will there be a lot of waiting until the 28th?
