I would assume so, but I'm not sure since I got up to take a leak and when I came back it already happened to the guy who was streaming.

All I can say based on the context of what I saw I think it can be avoided.

I've seen several stream of people doing the Garrus mission with different choices and they all end with him like this. It's a scripted event and I haven't seen or heard of a way you can avoid it.

the scar removal on garrus must be related to the same tech that removes the scars from shepard if you invest in that research

What I'm wondering is what about the footage we've seen of garrus that seems to take place after the event.

Still...we've seen him later in the game sans scar. There must be a way to fix it.
