Do our skills in part one matter, or just level/achievements?

I have a vague memory of something like 'if you mastered the First Aid skill, you get (some bonus to first aid)'- but that, I know, was from year(s?) ago and it may have been speculation rather then something that a dev said. I know there can't be spoilers on this board, but has anything been mentioned in any interviews/whatever (I've been trying to avoid them as I don't want story spoilers, just gameplay ones
). Like, is it worth it to, I dunno, max Decryption or whatever even though there's no 12 point talent, or can I just go ahead and put those points in Charisma/Intimidate so I only have to repeat the game two more times, not three, for 'Shepard Perfecto'?

None of those things matter. Level, skills, money, achievements. None of it. The only thing that matters is your decisions and who lives/dies.

Actually, I'm pretty sure being Rich matters, and I'm certain level matters, as does alignment.

I've been hearing the following: the Rich achievement, the characters Paragon and Renegade points, the character's level, and various decisions and quests (be they who lives/dies, rachnai, annoying fan, or really annoying minerals) all will influence your ME2 character creation/game.
Was there anything besides what was listed above that's been heard about, paticularly skill-wise?

As others have said: certain achievements, like Rich, will affect ME2, as will your level.

Shepherd's death may have been written partially to explain the change in skills. The skill system has been completely changed. If you import a character, you will spec all over again, with new or modified skills.
The only bad part about the change is that squadmates seem to only get 4 skills. I can't conceive of a good reason for that. It seems stupid, and I hate it. Hopefully, they can learn more.
EDIT:Just thought of a somewhat acceptable reason: Given that there are 10 squadmates, BioWare gave each fewer skills so that variety could develope among them (5 Biotics with different skill sets and methods).
The only bad part about the change is that squadmates seem to only get 4 skills. I can't conceive of a good reason for that. It seems stupid, and I hate it. Hopefully, they can learn more.

level 60 achievement
paragon/renegade achievement
+decisions that have been confirmed to matter (there are others they havent told us):
Save/kill council
help/hurt conrad verner
nisanna dantias (the 'asari diplomacy' sidequest)
Kill/compromise with wrex
romance love interests
save/kill rachni queen
convince Li Quarn to testify (the turian on novaria)

Here's what I know from the IGN video:
Name, level, class, whether your Renegade or Paragon or both on the same file, etc.
This was also on a preview from Gamespot:
The save file that you import carries over the story choices you made in the original game; provides specific boosts to your combat abilities without maintaining your old skill levels; and keeps the same gender while providing a chance for you to redesign your character's appearance.
