I have the controls set to "toggle" the Radial Menu ... in theory.

The problem is that when I select an action for a character, it automatically "untoggles," and the Radial Menu closes.

Is there any way to stop this?  When I toggle the Radial Menu, I want it to stay open until I've had a chance to cycle through my entire party.

I could just be a quick clicker, but if that's the case, I may as well just set it back to "hold open."

Toggle that option again and you ll have it as you wish.
