I have to disagree, The Elder Scrolls Universe is much better then anything Bioware has produced.
That's just like, your opinion man.

*Edit* whoops, forgot one. It's a toss-up between the Halo and Battletech universe for which I think is first on my list.

Mass Effect and Bioware games in general have better characters though. So, I'm not sure which is my favorite right now.

No, I have to give that honour to the likes of Star Wars. I don't honestly think that any other fictional universe, sci-fi or otherwise, has so much detail and so much history to it.
Mass Effect may never catch up to that, and in a way, it's unfair to compare them. Star Wars had six movies, innumerable novels and a dozen video games at least.
But as far as recent memory goes, Mass Effect certainly does a great job of creating a 'real' world. Excellent work, champs!
You do have a point mentioning it's unfair to compare them. Star Wars has been around for over 20 years, Mass Effect is a new kid on the block. For a new kid on the block though, it's fleshed out very well.
Try over 30 years. That being said I'm more impressed with the ME universe. It's taken an absolutely huge number of authors (including several from Bioware) to really flesh out the Star Wars universe. ME came out of the blocks with a fleshed out universe. Think about the originally trilogy of Star Wars. We have no idea why there is a rebellion against the Empire or even where the empire came from. The original trilogy doesn't explain what the force is, it just is. We also learn virtually nothing about the alien species. Overall it was not a very fleshed out world when it appeared.
Obviously ME is definately my favorite fictional universe with Marvel comics Earth-616 probably being second (though I'm still pissed about Civil War).

I'd have to say this: For the small amount of time that the universe has existed (in it's entirety and not truncated and discombobulated bits) I would have to say yes. The fact that Bioware has been able to fully craft and realize an entire universe of lore with such rich and deep character to it is great.
So for me, personally, the Mass Effect universe is a shining point of what all Science Fiction strive to be. I really think we are looking at the Star Wars for the next generation.
