Highly speculated to be a character.
And yes, he'll be by my side through most of the game after I get him. I sure hope he's not very-late-game and only usable for the ending levels and a few N4 missions at best. .... Oh well, just considered the possibility of him being usable for the Continue+ DLC content

Legion is an evolved Geth. The next step in their evolution. He is presumerably capable of abstract thinking unlike (almost?) all the other Geth. I speculate that this is rather new to him (or he's a newly made Geth?) and he seeks out Shepard to understand it all. Think of him as ME's version of ST's Data.
