While their anger may be justified, there is no way to legitimize their actions.
Attacking civilian targets to make statement is terrorism. If you have an issue, declare war and fight the military, or open diplomatic relations, there are appropriate channels through which those concerns can be vented.
Attacking civilians is outright deplorable and ransacking colonies and murdering or enslaving the inhabitants is barbaric.

Well put. But speaking to be honest, I don't think Council would have heeded Batarian concerns anyway. Even if they had pursued the matter legally, they still wouldn't have gained anything. Either you're the guy banging in the nails in the cross, or you're the person hanging from it.

If they feel violence is the only way to have their concerns brought forward, then I am perfectly okay with them attacking. Nations have militaries for a reason.
But civilians? That's over the line any way you slice it. These people didn't do anything. They probably don't even know about the situation. How much control do they really have over their government that you're going to blame them? Because some 5 year old kid really have a say in galactic expansionistic policies? Or even some 50 year old farmer?
It's reeks of rationalization.
Civilians are simply a defenseless target and the easiest one to take out their frustration on so that they can feel powerful and make people fear them without putting themselves in any major danger.

It's addressed to you if you think what happened to them at all excuses what they did at Elysium or Terra Nova.

Yeah, I am unsure what happened there, Did the Batarians lay claim to unsettled planets they had no stake over ?

As I understand it, the batarians didn't go through the proper channels to actually have the Council recognize their planetary claims, and they weren't making any development efforts on those planets.
I would guess that the batarians lacked the funds or lacked the desire to promptly allocate the funds to do either of those things. Humanity, however, had neither of these problems, and probably went through the proper procedures to stake their claims.

According to the wiki, the Batarians were actively colonizing the skyilian verge in the 2160's. They wanted this area to be declared of "Batarian interests". The Council refused, and the Batarians pretty much showed the Council the finger, and retreated.

Before that though, we hadn't really contributed ANYTHING to the galaxy. Except being a royal pain in the fundament. Before that, the contribution we had made was nothing that any of the other races (Volus, anyone?) hadn't already made. So yeah, we came in expecting unfair and unequal treatment. Typical human arrogance. And to be fair, you could say that humanity only suceeded because we had a man on the inside, and the Asari/Turian garrison gave their lives to take down a fair portion of the geth ships.

I think the First Contact War definitely sets the stage for how humans act upon entering to galactic community.
I mean their introduction to the "Space UN" was having it's police force attack them for violating laws they weren't aware of that we put in place by communities they didn't even know existed.
Would you really want to join that Space UN and be a 'lesser species' to the species that just attacked you without provocation?
One that you successfully defended yourself against?
And now they want you to bow down to them and be at their mercy in diplomatic relations?
I think it's fair to want to be on equal footing with the Turian given that context.
