Also, if they used the same skeleton, how come Femshep is shorter than the males and such? I mean.. it just doesn't seem right.

Yes. And honestly if you go purely by porportions, her neck isn't actually abnormally large by any normal standards
I think it's the way her head is angled or something to do with her chin or possibly that her shoulders are a bit droopy and so really accent the neck. It's something I can't quite put my finger on...

Yes she does, but everyone notices it on female Shepard because that's who we stare at for the entire game.

Look at Ashley, look at Liara. Then look at Femshep's head - with most head presets, her head is small.
It is normal for a woman to be pretty in a way that relates to having a smaller head, which in turn relates to having a smaller body, and to a certain extent, proportionally larger eyes.
So Shepard's eyes and head are small, a carefully disguised aspect of the face maker.

I completely agree with you. I'm quite sick of the absolutely everything on female Shepard's face is petite thing. I don't think my female Shepard is beautiful, she doesn't have a petite nose or small puckered lips or a dainty chin. Her nose is 'handsome', she has a strong chin and well defined features, brows that give of a constant worried look to her face and a wide smile. Personally I find Shepards that have rather larger features to be quite attractive, it gives their face a sort of charm and uniqueness to them. Then again, I find plain Janes to be pretty, rather than dainty faced beauty queens...
As for Shepard's neck, if her shoulders weren't so slouched, her elongated neck would actually look quite elegant. It's got it's moments...

FemShep's elegant as a SWAN! Everybody knows swans are elegant! I mean, there's that movie, the swan princess, and she's really elegant. Furthermore, swans also have long necks. MYSTERY SOLVED.
