Say my character is a Soldier class, and I transfer the info to ME2. Can I use the fact that my character is a level 60, and use it to play as any level 60 class? Or is only specifically for the class it's transfering over?

If you are vlv 60 you start as like lvl 4 I think. And you can change your class.

So that I don't have to play ME1 as every single class to have the things transferred with all the other info I would like to have, to affect the outcome for ME2

Yes just one save is needed. You can change your face and class.
