This is a really hard decision as I like all of them a lot. I guess I guess I'd have to say that the Turians and Krogan are at the top of my list though.

Turians are my personal favourite - although to be honest I think every alien race in Mass Effect are very well designed. None of them look out of place.

I like all the Council races all really. Probably turians best though; them or krogan.

Turians win first place. Everything from their society to their individual character strikes a chord with me. Bioware's masterstroke was in the unification wars i think, we're not just expected to accept that this society spontaneously developed a single hierachial government sytem, no they fought each other and bled profusely to get there.
Also it must be said that the Turian navy is the final word in awesome, i mean we know they have some 36 dreadnaughts and being a peacekeeping fleet probably have more cruisers than one could count (and the shipyards to replace them). Dicipline, Determination, Duty and Sacrifice, such are the ways of the hierachy. The fact that they fought an interstellar civil war to get to where they are is also a masterstroke of lore.
Asari take second place. Their biology is fairly amazing, their technology second to none. But a military devolved to the local level? Now that's just stupid given their biology.
