It's not an oversight. It's a deliberate decision of the BioWare / EA management to say "bye-bye" to the sci-fi setting of the original, which was based on books and movies of 1960-80s, and embrace the today's generic mainstream "culture" of comic books and movies based on those comic books. That's why every charecter now has their own distinctive "style", each of them is a superhero of sorts, that "would not be happy if someone ordered them what to wear". Instead of adjusting the characters to the game setting (which still allows for them to retain a certain degree of individuality) they have adjusted the game setting to the characters (whose individualities are just shattering the game and the entire ME universe apart). Under this policy the players are not allowed to do this:

Nobody ever said it was powered armour. The codex entry on combat hardsuits calls them just that, hardsuits. A layer of kinetic padding as the main part of the armour with vital areas reinforced with ceramic plates. The heavier the armour the more ceramic plates. As far as I can recall it never mentioned anything about it being powered or made from metal. The only "power" I can think of for the armour is from the eezo core and that's to generate the kinetic barrier, not power the armour. Oh, and the Combat Exoskeleton upgrade could make it powered, but as standard the armour is not powered, it's simply a hardsuit.
Power Armor, hardsuit whatever. The fact is all of the squadmates except fraking Tali and Legion, who is basically a powered armor itself, lack it. Even old buddy Garrus forgets his helmet in Omega's alley we meet him. They don't look like SPACE MARINES, ready to fight in vacuum / lethally hazardous environmets. Which leaves nothing for them to do aboard the Normandy II.
