Liara's role as the shadow broker was made almost redundant seeing as how Traynor and her console did a better job such as tracking Kai Leng which Liara could have done with her sized down spy network. Even with Liara concentrated on the Crucible, nothing useful became of it, it was only until Citadel dlc when Liara used her role that actually did something helpful.
