It would have to be marksman or tac cloak for damage. Biotic charge or shield boost for defence. Biotic focus would be ok since you can activate it and shoot at the same time but the visibility effect would make you blind.
It would be hard to top Tactical Cloak in that situation.
Two powers could top Tactical Cloak. Warp and Shockwave back and forth with no cooldown would probably be pretty unstoppable, but otherwise, I think I'd go with Tactical Cloak.
Biotic charge is an obvious top choice, however I'd be more interested in seeing what the krolord could do with his hammer if he could keep charges on it regardless of how fast he was spamming it.
Adrenaline Rush assuming you could still use it while under the effects. Have the shield boost evo on rank 6 and you'll constantly be alive while spamming AR's damage boost effects.
Or a Paladin with a super heavy weapon loadout while cycling through Snap Freeze and Incinerate.
Or a Batarian Soldier spamming Ballistic Blades non-stop just to hear/see so many explosive blades and see all the staggered enemies.

No cooldown? I'd say biotic charge. You could tote a Wraith, or Claymore, and not have to worry about weight affecting charge to replenish shields. After that I'd go with Dark Sphere.
If you consider best the most powerful, it has to be the merc's passive charge regeneration. It's the equivalent missile glitching if there were no coildown

Another vote for Biotic Charge. Followed by the Marksman
Warp. Debuff, primer and detonator that can be applied to multiple targets (i.e. I can warp one baddy and warp another while the first still has the warp effect).
If I could put it on more than one target, I'd go with dark channel (Huntress junky).

Incinerate would be alright too, but not as good as proximity mine. I actually think dark sphere would be a poor choice because of its' slow casting time and travel speed.
Really seriously though: proximity mine. Give me unlimited spammable proximity mine and I will give you a sub-15 no rocket solo the next day.
