Yeah, that is true - amIII would largely offset that for most characters, although you could take another rapid fire weapon - eg, Indra with javelin rounds.

Most OP would maybe be something like a Hurricane that shoots stuff like Crusader slugs or Javelin ammo with that crazy fire rate. 

 

Most fun ? That is more difficult, most of that OP stuff would become boring quickly. Maybe a Piranha that shoots Falcon shells at reduced damage.

 

As for shooting a power, I´d like to try every 10th shell of a Falcon shot to be a cluster grenade. Probably also way OP, but should be fun to use.
