I read a crap ton of that preview, about 150 pages. Celene looked like she wanted compromise above all, and would much rather avoid a war between mages and templars.
Possibly. But from I read, there would be no reason to engineer a fiasco like this, particularly when the two appear to have a pretty decent working relationship.
Not to mention the bloodshed. While I'm sure that Celene and the Divine both are not adverse to using violence if needed, they aren't exactly the bloodthirsty types. Plus, it just seemed too sloppy for the Empress of Orlais. Everyone can have their "off" moments, but that seems too tactically unsound for her.
However, if a certain red haired mage was sending the word out and ended up orchestrating the whole assassination attempt? Now you're talking.

Hence the whole pushing for the Ball where the Divine was nearly assassinated, either she was pushing from beyond the scenes, or perhaps her elven harlot either way some one in the Imperial Court was pushing for things to go to pieces in this issue, some one who could put the idea into the Empresses head, some one who could get an assassin into spitting range within of the Divine and enough to make it not blow back in their direction.
