technically the crows never truly recruited with the exception of a few talented individuals like the warden, but instead bought their recruits when they were children and raised them as assassins.
however if they are in dire need of recruits due to zevrans interference then my slogan for recruitment would be join and kill and bed pirate wenches or have you and your entire family's throats slit and bled out like livestock

I think they've been "bleeding people out" as as Wolfen09 put it, for quite a while. Has Anyone taken Zevran into the villager's house in Haven and seen the conversation when the warden finds a blood stained alter? He talks about how the crows often made sacrifices which give them "uncanny abilities" So we know that they bought children and put them through rigorous and potentially fatal training. Maybe ending in an initiation (how Zevran got his tattoos, much like the Dalish blood writing but because he refuses to reveal what they mean exactly we don't really know) could make them something like the rogue version of the Reaver. Except, did we have never actually seen such abilities displayed in the game? It appears to be a plausible idea, especially for those who have Zevran alive or have accepted to work with the Crows in DA:O in their game. They had an inside man in a position in the Ferelden court (ransom quest) where he was able to offer support to the Warden during the Landsmeet, it was up to the Warden whether they used it or not.
Who knows? It might be one boxes we are able to check in the world states where the Warden worked with the Crows, and that information is carried over to DA:I.
The Crows have fingers in a lot of pies, Orlais is a big pie with all the chaos going on as well, why not take advantage of it? They get themselves involved in politics both at home and abroad, and have no qualms about disposing of rulers or potential rulers or even what they would consider a threat, so there is a possibility this could happen. It could be possible to see the Shadows of the Emperor instead of the Crows again, who knows?
Btw, the Shadows of the Emperor were a group of people employed in Orlais, the Shadow of the Empire was the armour:

They seem to be scattered and if Zevran is alive, being hunted to the last man. I think they'll need more recruits. So, if you were the head of such an organization, how would you go about recruiting folks to your cause?
Crows don't recruit anyone to any cause, they recruit people to their money.
