No one, though the symbol looks kind of like an eye within a sunburst. That's the symbol of the Seekers, though also part of the Inquisition symbol. Those ruins look old and forgotten.
It's a perfect circle, not an eye.

Or it belongs to the Carta...
note: I have no idea why the DA wiki use that image for the Carta, I just found it funny that pretty much all of the organization in Thedas use the sun symbolism.
